On Friday, the dog was spotted by a contractor, leading to a joint rescue effort by the Department of Public Works and the City of Houston's BARC animal center.

Julian, or nicknamed "Sewer Sam" by his rescuers, was wrapped in a blanket and given food and water before going to the city animal shelter.

"He didn't bark or try to bite, and seemed thankful to be in the Animal Control truck," said Public Works and Engineering Managing Engineer Steven Gee. "We gave him a blanket, clean water and some dog food on his trip to BARC."

It is unclear how long Julian was stuck, but officials believe he was trapped for several days after taking a 20-foot fall.

Now, the Public Works team has adopted Sewer Sam and plans to make him their new mascot.

"We are so excited to see Julian become a member of the Public Works team'" said Ashtyn Rivet, BARC Marketing and Outreach Manager, in a news release. "Julian's story is yet another reminder that City Departments work together to impact lives - both canine (and feline) and human!"
